Define the primary allocation
Establish where the source amount and responsibility belong. A regional view may aggregate customer campaigns without creating another cost.
Distinguish a shared budget from amounts genuinely distributed between recipients. Two levels in the structure do not establish how they should be summed.
Retain campaign identity
A common reference identifies the same activity across reports. Similar names are insufficient when several periods or variants run together.
Customer reassignment between regions also needs a rule. Today's organisation structure should not accidentally move historical costs without an agreed basis.
Align plan and actual logic
If actual costs appear at a different level from the plan, comparison may suggest an overrun or underspend that does not exist. Trace one campaign through both views.
For a budget manager, the useful result is a reproducible total. Trade Marketing organises planning levels, but allocation and aggregation rules need agreement before reports guide more spending. Review whether one campaign remains one source cost when shown through different management perspectives, rather than assuming every displayed amount is independent.
